According to this MLBTR report, the Padres signed RHP Carlos Villanueva to a one-year $1.5m deal. While he made all 35 of appearances in middle relief for the Cardinals in 2015, he has history as a starter and figures to compete for the back of the Padres rotation in 2016. He spent the first five years of his career in with the Brewers before spending two years each with the Blue Jays and Cubs. Given his variety of roles in the past, he could find a spot in the rotation or the bullpen. He's been described as thriving under pressure, so he could be used in high leverage situations. I love the attitude behind this quote:
"I understand my role," Villanueva said. "I know I'm not a game-changing starter or anything. But I am somebody that knows that I can help those guys and help this team keep those guys fresh so hopefully when it's crunch time, those guys will be very, very fresh and I'll have done my job."
