Tough call
But I'm going with Cincy on this one.  

In the Cincy video, the guy balks, then throws it toward the dugout, which clearly pisses off Eric Davis, which might be the funniest thing in the video.  Then the mayor doesn't even appear upset about his toss.  Like it didn't matter one way or another.

In the SD video, the ball at least goes somewhat in the vicinity of the catcher and the guy looks embarrassed/disgusted by his effort.

the regret of the SD guy makes you feel a little bad for him.  plus, we've all over or underthrown a pitch in our day.  at least it went straight.  

the cincy major didn't look like he overthrew it, he looked like he's never thrown anything before and was confused by the idea of it.

the SD guys attitude and sense of humor after the throw go along way. Eric Davis probably should have laughed off the Cincy one, he looked pissed.

San Diego edges it out
at least the Mayor threw it further than 5 feet.

Anecdote: when I was in high school, my buddy Lee and I tagged along with two girls who were the valedictorian and salutatorian from our high school who were invited to Kings Dominion (an amusement part in Central Virginia) by a local TV station to shoot promotions for high school graduations in Richmond. My buddy had the hots for Kristen the valedictorian, so Lee is going to try to impress her by throwing some major heat at a game where you throw two pitches in front of a speed gun and then try to guess the speed of your third pitch (and thus trying to win a crappy Magilla Gorilla stuffed animal for her, natch). On his first pitch, he winds up and throws the ball straight down landing inches in front of him...the radar gun doesn't evenb register the pitch. Cue me literally rolling on the ground, tears streaming down from face. My point, and I do have one, is anyone can throw a ball 30 feet wide of the target, but it takes a very special person to throw the ball only two feet.

Although, the reaction from Eric Davis is priceless.

Tough call
Especially when I'm too busy experiencing both to judge them.

PS - Cincy wins...especially considering today's story that he had practiced for weeks leading up to the event.

Hmmm
It is a very tough call but I'm going to have to say SD was worse. At least Cinn got some air time. SD threw it like Russ Ortiz (and that's always the worst)
