Chase who is the MLBPA player representative for the Padres addressed these rumors.
"My wife said she saw something on the Internet, where somebody said something about it on Twitter or something," said Headley, asked if he’d heard any snickers or whispers of suspicion over his power surge in view of Cabrera’s suspension. "It’s really a shame that it’s come to that. Because I know what I’m doing. I know the results of the work I’m putting in, know that I’m getting more knowledgeable about my swing. It’s not me necessarily hitting the ball any harder. It’s learning how to hit correctly.
"What can you do? All you can do as a player is take the tests, pass the tests, and people will make their judgements."

This is the first I've heard of any rumors concerning Headley. I'd like to think he's clean, but with players getting busted a few times a year, you just never know.
