The key, apparently, is depth: "But there are so many prospects here with high floors, players who would be top-10 or top-five in other systems but are 11-20 here that they are well-positioned to compete even with modest major league payrolls during the next five to six years."

I am not as high on Kelly as a lot of people. I think he is at best our fifth best pitching prospect

i think the thing to like about him is that he is simultaneously
a high floor and a high ceiling guy. odds are he will make a pretty good MLB pitcher, but he has a lot of untapped potential as well.

K-Law's list is usually slanted in favor of hype and tools/upside.
Kelly hasn’t put it together yet (and the clock is ticking) but he still has great athleticism and stuff. That potential gets you to 32 on his list and leaves guys like Erlin and Wieland, who perform statistically but have lower ceilings, completely off it.
