Luebke's ceiling

Without trying to go totally crazy over just one start, this guy has really been great both out of the pen and in a handful of starts last year.  Any thoughts on why he always gets pegged as a future number 3 or 4 starter?  Seems like his raw stuff is plenty good, what am I missing?  His four seamer gets up around 93, very effective 2 seamer, good slider, great command for a young guy etc.  He will need to use/develop his change more as a starter, but from what I've seen it seems useable right now.  I know he will probably never be a true ace, but I don't see why he cant be a solid 2 down the road, if he isn't already.
