Before considering trades, think of the complication of this year's schedule.
The Padres are down now, but the best way to move up in the division is head to head. The Padres play each divisional rival 18 times, for a total of 72 games. So far, they’ve played only 22 of them. They’ve only played the Giants twice, and D’backs five of the 18.
The complication is that of the 50 intra-divisional games remaining, 30 are AFTER the trade deadline, including 27 straight from August 23 to September 25. Jed runs the risk of making a trade in late July that he may wish he hadn’t made by August/September.
That backloaded divisional schedule may not figure in your speculation, but there’s no doubt in my mind it’s part of Jed’s calculations. The Padres didn’t make the move they should have in June, but there are 20 divisional games from the 4th of July to the trading deadline, 8 before the All-Star break and 12 after, so I expect Jed to wait until the last minute to pull the trigger on trades.
A healthy Blanks replaces a Ludwick
and the bullpen is all capable or shifting back an inning. I agree that trades will happen closer to the deadline but I don’t feel like these two guys will have an impact on whatever chances we end up having.

Sure
They have 6 divisional games to finish July, but unless there is a significant improvement in the divisional games stretching from July 4 through July 17 then it will be really, really obvious by then that the Padres are sellers. If the Padres lose ground during that stretch, there’s nothing those final 6 games in July will be able to do to change things.

Agree, plus it's difficult to move up in a division from last place
because the teams above you are playing each other, splitting series, etc, meaning a 5-game winning streak can mean only gaining a game on the leader, especially if that leader is replaced by another team. It’s the hopping over other teams that slows the process. Hoping for the first place team to collapse is a lot easier than hoping for all three teams above you to collapse.
I really don't think we can afford to plan ahead
under the assumption that the Padres will be able to suddenly become competitive. If there was some sign that we’ve just had some bad luck, maybe, but every peripheral number seems to indicate we are pretty much just as bad as we look.
I think it is important to start the shopping process now, since that way we will be able to maximize the best possible deal as we approach the trade deadline.
It would definitely be foolish
To not start listening to offers now and if a good deal comes up they should take it. I’m almost positive the FO believes the same. It’s just there are still games to play (including this divisional ones) and the right offer may not be on the table yet. So, you might as well give it a go and see what happens.

Maybe I understood wrong, but he sounded to me like he didn’t want us to consider being sellers until we had more division games under our belts. I was pointing out that the probability we would turn it around was not high enough to warrant us not seriously entertaining offers.

It’s shades of grey. I assume there is some level of “working a trade” vs “listening to offers” vs “shopping players” or whatever. For all his reasons I don’t think they are burning up the phone lines, but they’d be fools not to listen.
I still think those division games around the All Star break in July have been circled for a while now. However, this recent 6 game losing streak and tough homestand is probably making the FO wonder if there is any meaning left to those games.
