Padres GM Hoyer: Richard will be in the 4th spot and Latos will be limited to 150 innings

- The last week of Spring Training is always the busiest. It's time to get serious about making trades. The Padres may not trade but have to be prepared.
- The 13 position players are pretty much set in stone, unless there is a trade.
- Aaron Cunningham has hit everywhere. Hoyer isn't ruling him out for Opening Day, but he expects him to get some playing time this Summer.
- It's hard to look at player numbers in Arizona because the parks favor hitting. The Padres look at guys who are throwing strikes.
- Clayton Richard's last start probably did a lot for his confidence. "It's exceptionally likely that he'll be our 4th starter this year."
- Jon Garland's shoulder is doing good. He threw a bullpen yesterday. Garland doesn't seem to concerned with it and he is scheduled to start on Friday.
- The Padres aren't ready to name the #1 starting pitcher yet. Buddy and Jed will talk about it in the next couple of days.
- The Padres have the option to go with 4 starters through April, but they will probably go with 5 starters and give guys more rest.
- Hoyer isn't ready to make a decision on Mat Latos making the rotation. Latos has done everything the Padres have asked of him. "Mat has been excellent in every area this Spring." The Padres will limit Latos to 150 innings this season depending how difficult the innings are.
- Wade LeBlanc and Tim Stauffer are throwing really well also.
- The Twins have not reached out to the Padres about Heath Bell. Hoyer hopes that every time a closer gets hurt that people don't automatically assume Heath Bell will be traded.

Twins and Bell
Buster Olney mentioned that because Bell is not a free agent next year and that his price tag for that year could be in the $5-$10 million range that might scare away the Twins who will be paying Nathan a bunch of cash already. That may be true, but after TJ surgery Nathan probably won’t be ready until after the 2011 season starts. Anyway, its something any team trading for Bell would have to be concerned with. He basically comes with zero cost certainty for 2011 (unless you non-tender him).

Despite all the rumors, I don't think there's much of a trade market for him.
Besides the cost uncertainty that you mentioned, closers have not traditionally had much value on the trade market. I doubt we’d get more than one mid-level prospect in return for him at this point… and if that’s all we’re getting, I’d rather keep him around and see if we can be competitive.

Why put a 150 IP limit on Latos?
He pitched almost 125 last year. Seems like he should be able to handle a full season.

I think the rule is no more than
a 30 inning increase over the previous year.

Last year they said the rule was no more than double the innings from the season prior.
Somebody needs to write these rules down.

There should be no rules
Just don’t hurt the guy. The rules get in the way. Someday you’ll be watching the guy go off for Tommy John and saying, “but we followed the rules!”

Look, Hoyer said there are 13 locks
There is no effing way that a guy that they are saying they want to play every day and are willing to send him to the minors (Cunningham) and a guy that is currently on a minor league contract (Stairs) are both locks over a guy who was on the 25 man roster last year. No effing way.

Latos is pulling off the difficult task of levitating a ball using only “metal horns” and “the evil eye”. Very rare, but solid move. Barney Stinson would be impressed
