5th Starter
With the signing of Garland, everyone was saying that the rotation was set. But now I am hearing a few references to only 4 spots being set (see DePodesta's interview with Hacksaw), which would be Young, Correia, Garland and Richard. All of a sudden, Latos isn't a lock for the starting rotation, and that is probably only because he has minor league options left, but also to limit his innings early in the season.
My prediction: Stauffer or Gallagher will get the 5th spot to open the season (they're both out of minor league options). The Padres would love for one of them to pitch well enough so that they could deal him and get something of value in return. A trade in late May/ early June would be my guess. Meanwhile, Latos is in AAA making a few starts but mostly keeping his innings under control. That way, he is ready to take the 5th spot after the trade of Stauffer/Gallagher. Another plus to sending Latos to the minors would be limiting his major league service time, therefore delaying arbitration/free agency. Not sure how long he would have to stay in AAA for that to come into effect. I'm sure someone out there knows.
I actually think I am okay with this scenario. Stauffer has shown too much ability to pitch in the major leagues to simply give him away because he's out of options. And I think we need to see more of Gallagher before any decisions are made on him.

Best Bets For 5th Starter
With Stauffer and Gallagher out of options, they’ll both make the team, but Gallagher was injured and pitched only 40 innings at all levels. He’ll probably have to join the bullpen. Stauffer lost all of 2008 after major shoulder reconstruction – not just shoulder surgery. That might be like Tommy John surgery, where you lose a year rehabbing and spend your first year back relearning how to pitch.
Stauffer pitched 115 innings at all levels and got his fastball up to 91. He had a 94-95 FB when he was a first rounder, and had promising offspeed stuff. He looks like maybe he might pick up another mph or two, and he does know how to pitch. He’s a guy they have to see as a starter to recalibrate his all-important “upside”. I’d say he’s the prime candidate.
Don’t forget, lefty Wade LeBlanc had a terrific finish last year. He’s got major league off-speed stuff and spotted his slow fastball perfectly his last seven starts. He went 3-0 in those starts, the team went 5-2, Wade averaged 6 innings per start and had a 2.67 ERA, second only to Correia’s 2.66 ERA (in his last 13 starts). Wade also pitched 167 innings at all levels last year, and was strongest at the end of the year, in the majors. He should be the first guy they call up if Stauffer falters.

Not b/c I think he will be a #1 or #2 starter.
Someone correct me if I am wrong, but was he not the guy who upon being drafted (before signing) told the Padres he had potential shoulder issues… thus signing for a smaller bonus than expected.
Last season he pitched well, coming back from injury.
We definitely have a plethora of young arms. One of the reasons I was against signing a veteran starting pitcher since we can’t have 8 starting pitchers at once.
Yeah, the story goes something like that.
Stauffer has shown too much, especially at the end of last season, to give him away for nothing.

Was the key piece in the Peavy deal so I’d like to see him get his shit together and challenge for a spot. he’s definitely got more upside than Richards, Stauff or Gallagher.
Why not just put Latos out there?
I have a hard time believing that Latos won’t get the spot, the team thinks way too much of him not to

Latos
Watching Latos pitch is one of a handful of things I’m actually really excited about for this upcoming season.
Another scenario...
I would be very surprised if CY can stay healthy for an entire year. I wouldn’t be surprised at all if he isn’t the CY of old even when he is healthy (he got hit pretty hard last year at times). He is another possible trade candidate, thus opening the door for the younger guys.
Why?
Put Latos in there, don’t baby pitchers like this. We need him and I for one have had enough of the Padres putting in fillers for the ratation aka (Silva, Hill, Baek, Thompson, May, Estes, Hensley, Germano, Hayhurst, Cassel and Brazelton just to name a few)
I am alright with starting Latos in AAA
due do the fact that he hasn’t pitched there yet and could still use work on his secondary pitches. Plus why give up an asset like Gallagher or Stauffer for nothing on the wavier wire if they might be able to turn them into something. The Padres have not had pitching depth for sometime, I would rather them not throw it away. That being the case, I think you almost have to play it safe with Latos, not cause he isnt ready, but because you cant give up assets for nothing in our current state. Hell maybe they should even consider moving Richard to AAA given he has an option left. At this point we should be happy if the front office is showing signs of life in understanding asset management.
Point 2 is that injuries happen, and having a AAA rotation with solid options is a good thing. Latos/Poreda/LeBlanc is solid depth for injury/trade that will happen.
We shall see what ST shows us, and then hopefully the Padres can make the right call on which player goes where.

Latos service time...
Currently stand at .079 meaning he has 79 days for service. If he spends 82 days in the majors he would become a free agent after the 2016 season. If he spends less then 82 days in the major he would become a free agent after 2017. But if he spends sowhere being 81 and about 70 (depends on other factors/players) he would become a super two and be up for arb 4 times instead of three. (Super 2 unlikely for him if he starts this year in the majors, thou possible) Given this He would have to have a call up about the same time he did last year to push back his clock (meaning somtime in late July).

It should read he would be a free agent after 2015 and 2016 respectively. Also super two depends on other players in a given year, basically if he is within 20 days of service time he could be a super two.
1.000 year of service time is equal to .162 days of service time.
