State of the Padres Payroll (Final Edition?)
Yesterday on Coach Kentera's radio show Hoyer announced with the signing of Jon Garland the Padres roster is pretty much set to go into spring training. Hoyer said they may still look for a veteran backup Catcher but to only expect minor league signings form this point forward and are comfortable with Dusty Ryan backing up Hundley. Since it looks like the Padres roster is set let's look at where the clubs payroll is at and see if they met their $40mil promise.

Well the Padres came close to meeting their $40 mil promise but it looks like they will fall $2.635 mil short. To be honest I'm ok with this, they are letting the kids play for the most part and I really like the ancillary moves they made over the off season. I don't think this roster will win the NL west but I do think it is a .500 + roster
The only roster spots that should be up for grabs during spring training are Thatcher's and Russell's spots in the bullpen and Cunningham's spot on the bench. I believe Stauffer is out of options so I don't think the Padres will risk losing him on waivers so they may try and use him out of the bullpen, but then again they have 5 guys in AAA just like him so who knows, also if Stairs comes out and completely stinks up the joint in spring training his roster spot may be in jeopardy as well. Lastly if the Padres sign a veteran backup catcher then Ryan will obviously lose his roster spot but I just don't see that happening because with Canham in AAA this year there really is not a spot for Ryan down there.

Players not on the major league (25 man) roster do not get major league contracts. They get paid minor league salaries until their contracts are purchased when they get put on the 25 man roster. Some minor leaguers will get paid more than others, but those are usually veteran players who agree to minor league deals. Even those salaries are still less than the major league minimum, the only exception I’ve heard of are foreign players (like when Kei Igawa was sent to the minors).

For example -- major league minimum Ks that might not make the 25 man
Sean Gallagher has a 1 year $410,000 contract. Will he make the 25 man?
Adam Russell 1 year $405,000
Liz 1 year $402,500
Leblanc $401,900
Antonelli $401,000
Etc.

Does it matter?
If you assume the 25 man roster will be full the entire year, a 400K slot is a 400K slot. It doesn’t much matter how many guys revolve through it.

Not completely true
If a 400K guy goes on the DL for, let’s say, 1/4 of the season and you call up another 400K guy to replace him, then you still have to pay the first guy his full 400K and the second guy will get 100K for his 1/4 season of work. The second guy would also get some minor league money while he’s down there which would be something probably less than 40K (not exactly sure what they make, but it’s not much compared to the big leaguers). However, I’m not exactly sure that the major league team pays him the minor league money. I want to say that the minor league teams pay the minor league salaries.

In the minors there is a different pay scale.
Such as if Matt Stairs doesn’t make the 25 man roster he will get paid 125,000 in the minors (at least that the standard for vets with over 6 years service time). On the other hand player without 6 years ST tend to play for anywhere between 30-45K a year (plus any prorated signing bonuses, like Tate will make 1.25 million from his signing bonus plus salary). MILB.com has the figures someone on the site, it is open to negotiation for each player, but not much higher then that given the lack of options for said player.
Of coruse I most also point out that you are in fact correct that according to MLB for the purpose of their calculation we are in fact have a payroll above 40 million. Cause they one count all of the 40 man roster, plus benefits (insurance ect.)

Minor League Baseball player contracts are handled by the Major League Baseball office. Here are the salary ranges:
First contract season: $850/month maximum. After that, open to negotiation
Alien Salary Rates: Different for aliens on visas—mandated by INS (Immigration).
Class AAA—First year: $2,150/month, after first year no less than $2,150/month
Class AA-First year: $1,500/month, after first year no less than $1,500/month
Class A (full season)—First year: $1,050/month, after first year no less than $1,050/month
Class A (short-season)—First year: $850/month, after first year no less than $850/month
Dominican & Venezuelan Summer Leagues—no lower than $300/month
Meal Money: $20 per day at all levels, while on the road."

Are the Padres paying anyone not on the roster? I think they have all that garbage off the books.
What players have ‘reachable’ incentives worked into their contracts? That might push it north of 40mil.
Also, they will probably go with another bullpen guy instead of 6 bench spots. I would put Mujica in place of Cunningham.

Mujica and Cunningham would pretty much make the same amount
Mujica may make $20K to 30K more but either way it really should not effect the payroll if the Padres go with only 5 bench players.

There are only a couple of players with non-standard contracts right now
Garland, Young and Gonzalez. I’m pretty sure there are no such ‘reachable’ incentives. I can guarantee that Garland has none based on Moorad’s policy he implemented this year.
