The MLB hates the Padres.
There are 15 teams in the Cactus league and MLB is only offerring packages for 12 of them. No Padres, A's or Diamondbacks.

Fan interest may play a role
They aren’t going to offer a tour if only a handful of people show up.
Also, if there is a certain level of participation required by the clubs, maybe the A’s, Diamondbacks and Padres didn’t want to bother.
It is probably not a coincidence that the two teams closest to cactus league spring training are not included.
There gonna be there doing the Mariners why not not just grab us too
