He's also injury prone.

No incentive deals...
I heard Moorad on the radio a while ago saying that they had a policy not to offer any incentive laden contracts. I honestly don’t really understand the rationale behind it, but that’s what he said.
I think that was covered in the recent interviews

We should just offer him a minor league deal every season just because of that tiny tiny potential to be good.
Sheets would be a tough one though, according to the source on mlbtraderumors, Ben Sheets will seek “at least $10 million, plus lots of incentives, and a second-year, player-controlled option.” That’s not on our budget unfortunately.

From 06-08 he was 18-15 with a 4.01 era, 288 k’s in 314 innings, and a 115 era+

His one all right year was 2007 where he posted a FIP of 4.32
and gave the Cubs 3.1 WAR. Except that one season, he’s never come close to pitching 100 innings. I guess if you thought you could get that from him he wouldn’t be a bad option, though I don’t know how likely it is.

He did throw 99 innings in 2006.
And wasn’t quite as effective as the following year.

I'm not saying he's great...
But when you’re scraping the bottom of the barrel, you gotta try to find those diamond in the rough type players. Hill is interesting to me because he did have a couple seasons where he was good and then sort of fell apart for no apparent reason. I don’t think it was an injury, he just sort of “lost it”. And Petco seems like a good place for a pitcher to come and “find it”.

I'd take
Pretty much any of our pitchers that are currently battling for 5th on the depth chart over these guys. The only reason I’d see to bring someone in is an innings-eater type to make up for any injuries/innings limits the younger guys encounter.
The only guys that fit that are Jon Garland and Braden Looper. I don’t really like either, mostly because they are marginal pitchers and secondly because they are ground ball pitchers and that’s not really the strength of our defense with only one plus defender (Adrian) in the infield.

I'd call Everth a plus defender.
But I take your point. How about Adam Eaton? As I recall, he went 9-0 into June before a season-ending injury during one of his last years with the Padres.

He's not a plus defender
He has the potential and talent and skills, but he’s not there yet. He has to work on execution.
Eaton doesn’t even belong on a AAA roster at this point.

The Kouz trade
saved the Padres less than a million. Kouz signed for 3.1 million. Shrek will sign for somewhere between $2.1 and $2.9 million.

True but the Padres are still well below the $40 mil mark
The thing that scares me about washburn is not the anual salary he will demand, its the number of years he will demand. It would be great to sign him to a 1 year contract with a dual option for 2011 but I’m guessing some team will get desperate and give him a two or three year deal with an option.
