"The San Diego Padres today reinstated catcher Josh Bard from the 15-day disabled list and recalled left-handed pitcher Justin Hampson from Triple-A Portland. The club also optioned catcher Luke Carlin and left-handed pitcher Joe Thatcher to Portland."

Does it even matter (besides the fact that Bard has a big league salary)?
Neither one of them is hitting. Carlin, at least has a chance of throwing out a baserunner.
Maybe they’re hoping Bard’s bat heats up in the second half????...so that some other team takes notice?
