Are steroids and performance enhancing drugs cheating?

So since everyone's been getting all hot and heavy about this Trevor stuff, I thought why not argue about something else?  Personally, I think its cheating but I was wondering what you guys thought.  I realize that professional sports are a "what have you done for me now" kind of a world and the stakes are higher but does that excuse using any kind of banned substances?  And is a player cheating when they use hormones to heal faster?  If the majority of athletes are using banned substances, are they really cheating if the playing field is even?  And please state why it is cheating or not (just to support your argument).

By the way, if anyone remembers some great articles on steroids, can they please link them.  Thanks.

Nah. I already did the research. Surprisingly, there aren't that many articles on why it is cheating.

I’m having trouble with thinking up some ideas to support my argument. It looks easier to say that it isn’t cheating but I can’t change my stance.
